before a jury composed of:<\/p>\n <\/p>\n Thesis supervisors: Vololona RABEHARISOA and Brice LAURENT<\/p>\n Summary of the thesis<\/em><\/p>\n In the 1990s, the World Bank was facing an unprecedented crisis, due to the consequences of structural adjustment programs and of some projects it financed, which were considered harmful by many. The response of the international institution was to describe itself as a \u201cKnowledge Bank\u201d, claiming by this term that its primary value lied in its development knowledge, while acknowledging the political nature and the need to transform this knowledge. This thesis takes up this self-description and investigates the current nature of this Knowledge Bank. To this end, ethnographic studies, mainly in West Africa, were conducted on knowledge that the World Bank itself has identified as one of its prominent concern: the knowledge embedded in its development interventions (projects, technical assistance). By discussing mainly the literature in anthropology of development, and building upon relevant work in Science and technology studies, the thesis identifies an \u201cexpertise as operation\u201d at the heart of these interventions. This expression denotes the actions undertaken by World Bank experts (consultants, project managers) to construct or transform the identities and problems of individual or collective entities, through the production and mobilisation of knowledge about them, and often by ensuring that these entities seize upon this knowledge about themselves. The choice made in the thesis to analyse economic interventions (support for the competitiveness of an economic sector, support for the development of entrepreneurship, or research on industrial policies) allows for an in-depth analysis of the much criticized neoliberal and \u201ceconomicist\u201d policy of the World Bank, so as to show that the politics of the institution cannot be reduced to those aspects, and is primarily embedded in these operations of expertise on identities and problems.<\/p>\n R\u00e9sum\u00e9 de la th\u00e8se<\/em><\/p>\n Dans les ann\u00e9es 1990, suite aux cons\u00e9quences jug\u00e9es n\u00e9fastes des programmes d\u2019ajustement structurel et de certains projets qu\u2019elle a financ\u00e9s, la Banque mondiale est confront\u00e9e \u00e0 une crise sans pr\u00e9c\u00e9dent. L\u2019institution internationale r\u00e9agit en s\u2019auto-d\u00e9crivant comme une \u00ab Banque du savoir \u00bb, expression par laquelle elle revendique que sa valeur premi\u00e8re r\u00e9side dans ses savoirs sur le d\u00e9veloppement, tout en reconnaissant la nature politique ainsi que la n\u00e9cessit\u00e9 de transformer ces savoirs. Cette th\u00e8se prend pour objet cette auto-description et s\u2019interroge sur la nature actuelle de cette Banque du savoir. \u00c0 cette fin, des enqu\u00eates ethnographiques, essentiellement en Afrique de l\u2019Ouest, ont \u00e9t\u00e9 men\u00e9es sur des savoirs que la Banque mondiale elle-m\u00eame a identifi\u00e9s comme un objet de pr\u00e9occupation : les savoirs embarqu\u00e9s dans ses interventions d\u2019aide au d\u00e9veloppement (projets, assistances techniques). En discutant principalement la litt\u00e9rature en anthropologie du d\u00e9veloppement, et en s\u2019appuyant sur des travaux en Sciences, technologies, soci\u00e9t\u00e9s, la th\u00e8se identifie au c\u0153ur de ces interventions ce qu\u2019elle appelle une \u00ab expertise comme op\u00e9ration \u00bb. Cette expression d\u00e9signe le fait d\u2019agir, pour les experts de la Banque mondiale (consultants, chefs de projet), en construisant ou en transformant les identit\u00e9s et les probl\u00e8mes d\u2019entit\u00e9s individuelles ou collectives, \u00e0 l\u2019aide d\u2019un travail de production et de mobilisation de savoirs sur ces entit\u00e9s, et en faisant souvent en sorte que ces entit\u00e9s se saisissent elles-m\u00eames des savoirs les concernant. Le choix d\u2019analyser des interventions \u00e9conomiques (soutien \u00e0 la comp\u00e9titivit\u00e9 d\u2019un secteur \u00e9conomique, soutien au d\u00e9veloppement de l\u2019entrepreneuriat, ou recherches sur les politiques industrielles) permet d\u2019entrer au c\u0153ur de la Banque mondiale souvent critiqu\u00e9e pour sa politique jug\u00e9e \u00ab \u00e9conomiciste \u00bb et n\u00e9olib\u00e9rale, pour montrer que le faire politique de l\u2019institution ne s\u2019y r\u00e9duit pas, et se joue d\u2019abord dans ces op\u00e9rations d\u2019expertise sur des identit\u00e9s et des probl\u00e8mes.<\/p>\n","protected":false},"excerpt":{"rendered":" A \u00ab\u00a0Knowledge Bank\u00a0\u00bb?
