Faced with this “accidental shift towards liberalization,” the government will have to decide whether to favor investment in EDF or preserve households’ purchasing power, according to economics professor François Lévêque..

With two months to go before the end of the historic regulated nuclear tariff, parliamentarians are realizing that households will be exposed to the free market price per kilowatt-hour. They are shocked to discover that France has opted for a liberalized electricity production price, a price that is only subject to a dedicated tax under the regulations.
Please note, however, that this deregulation does not apply to electricity transmission. It applies to the production side, which accounts for around one-third of the bill..
The new plan stipulates that EDF will be free to sell all of its nuclear power production on both short-term and long-term markets, selling it on the spot market and through sales contracts binding it to both large and small customers.

Thresholds to be set
Another new development is the introduction of an ad hoc mechanism to levy EDF’s excess profits and return them to consumers. The exact terms of this repayment and the thresholds for the tax levy are not yet known. Let’s take a closer look at the latter.
The law stipulates that they will be set as the sum of the full cost of nuclear power established by the Energy Regulatory Commission (CRE), i.e., 60.3 euros/MWh, plus a margin of between 5 euros/MWh and 25 euros/MWh for a 50% tax and 35 euros/MWh and 55 euros/MWh for a 90% tax.
It is up to the ministers responsible for energy and finance to choose the values within these two tax ranges for the next three years. The law limits this broad discretionary power only by specifying that they must take into account expenditure on new nuclear power and EDF’s financial situation.

Read the rest of the article in Les Echos

End of electricity regulation: what prices for households?

France is preparing to end fifteen years of regulation of its nuclear power production. With very low regulated prices, consumers have been favored and EDF disadvantaged. From the beginning of next year, households will be exposed to the free market price per kilowatt-hour, while EDF’s nuclear power production will be subject to market forces alone.

No more regulation! It has simply been replaced by an earmarked tax. This is a veritable Big Bang that had gone unnoticed by non-specialists until now. Members of Parliament have just become aware of this with alarm and are proposing to reverse the decision. This is especially true since the new framework is still subject to a final political and economic adjustment on the potential excess profits from nuclear power to be taxed.

Read the rest of the article in Connaissance des Energies

« End of electricity regulation: what prices can households expect? » In two months, the regulated tariff for nuclear power will come to an end.
