SUMMARY:Regards croisés sur les limites planétaires (environnement\, droit\, numérique)
DESCRIPTION:Cross-cutting perspectives on the limits of the planet (environment\, law\, IT) \nThe study day ‘What to do with planetary limits?’ will be organized on 15 November in Grenoble by Clément Marquet and Florence Maraninchi as part of the CNRS ALDIWO project (see details below)\, with the support of the  CMA VerIT project.\nThe aim of this event is to bring together contributions from different disciplines to reflect on the challenges of operationalising planetary limits\, with a particular focus on digital issues. \n \nThe study day is free but registration is required. Please register here.\nThe event will be held (in French) in the IMAG building on campus. Limites planétaires: concept et matière à réflexion pour un futur soutenable [Planetary limits: conceptualising and reflecting on a sustainable future]\n \n10:15 am -10:45 am: Coffee break \n10:45 am -12:15 am: \nClaire Malwé (IODE\, Univ. de Rennes)\, thème “les limites planétaires dans le droit” [topic: ‘planetary limits in law’]\n \nOlivier Michel (LACL\, Université Paris-Est Créteil)\, thème : “limites planétaires et enseignement de l’informatique” [topic: ‘planetary limits and computer science education’]\n \n2:15 am – 2 pm: Lunch \nAteliers [Workshops]: around 2 pm – 2:15 pm \nEnd: 5 pm \nThe study day\nOver the last fifteen years or so\, the trajectory followed by the digital sector has been regularly questioned in the light of its growing footprint on the planet\, not only in terms of greenhouse gas emissions\, but also in terms of the strain placed on water and abiotic resources\, ecotoxicity\, etc. Faced with criticism\, manufacturers have responded by highlighting the efficiency gains achieved by optimizing production systems\, electronic equipment\, computer code\, buying back energy certificates\, etc. These approaches implicitly perpetuate the idea of limitless growth\, of a technical system that could free itself from resource constraints. In order to question this constantly renewed momentum towards limitless computing\, we propose to turn to research that focuses on the limits of the planetary system. Since the 2010s\, there has been a proliferation of work in this area\, and more recently a body of work has emerged that aims to operationalize what at first glance appears to be a scientific research program. What can be done about planetary limits? To what extent can a new field of research with fluctuating results be mobilized for practical purposes?\nThe day-long event is divided into two parts. The morning session will bring together researchers working on the notion of planetary limits in several fields: environment\, law and IT. In the afternoon\, the sustainable IT research community will gather for workshops on the desirability and the practicalities of IT within the limits of the planet. \nThe ALDIWO Projet (Anti-limits in the Digital World)\nALDIWO is a research project led by Clément Marquet and Florence Maraninchi and supported by the Mission pour les Initiatives Transverses et Interdisciplinaires (MITI) of the CNRS.\nResearch on the environmental impact of digital technology has taken two main approaches: (1) so-called ‘Green IT’ approaches\, which focus on optimizing the energy consumption of digital equipment during its use phase; (2) so-called ‘Green-by-IT’ approaches\, which aim to reduce the environmental impact of non-digital sectors through the use of digital technology.\nThese current perspectives are not sufficient to cover all possible futures for the role of digital technology environmental upheavals of the present and the future.: (1) there is no example in the history of digital technology where optimizations have not been accompanied by massive rebound effects that cancel out the gains of these optimizations; (2) the theoretical gains hoped for by proposing a new generation of digital equipment are not always realized in practice\, partly because one generation does not replace the previous one but adds to it\, at least for a while; (3) The potential reduction in environmental impact in the other areas where digital technology is being used to optimize is very difficult to estimate. It’s a risky gamble to bet that these reductions will be significant enough to prevent digital technology from reducing its own impact.\nIf digital technology is to play its part in the necessary reduction of global environmental impact\, it is imperative that we look beyond Green IT and Green-by-IT. There is a whole area of potential research in IT that constitutes “Undone Science” [1]. These topics can be explored from within the discipline of computer science\, by systematically re-examining the design choices made for old or modern systems\, by looking for potential optimization points that have not yet been explored\, by assessing the fragility of digital infrastructures in the face of drastic external constraints\, etc.\nNonetheless\, thinking only in terms of digital research\, we believe\, has two major shortcomings: (a) it is inherently limited to the practical and technological aspects of the question\, with no clear idea\, for example\, of how to take into account uses\, rebound effects\, the acceleration effects of all other sectors\, etc. (b) It suffers\, albeit sometimes unconsciously\, from a mindset that sees digital technologies as one (or even the only) means of opening up possible futures\, and any idea of limitations as an unrealistic pessimism or a reprehensible lack of confidence. However\, in his paper “Predictions Without Futures” [2]\, S. Hong perfectly describes how the imaginary in the world of technology\, far from opening up futures\, completely closes them.\nIn this project\, we therefore propose a multidisciplinary exploration of the notion of ‘limit’ in order to outline avenues for a research program that takes the project of digital sobriety seriously. \n[1] S. SUMMARY:Seminar Digital environmental policies
DESCRIPTION:The seminar ‘Digital environmental policies’ will welcome \n  \nAdrien Luxey-Bitry (Spirals\, Univ. Lille\, INRIA) \n  \nOrganisation et maintenance collégiale \nd’une infrastructure communautaire de services numériques \nCollective organisation and maintenance of a community infrastructure of digital services \n \n\nSummary: As a member of the Collectif des Hébergeurs Alternatifs\, Transparents\, Ouverts\, Neutres et Solidaires (CHATONS) [Collective of Alternative\, Transparent\, Open\, Neutral and Supportive Hosting Providers]\, the Deuxfleurs association provides “essential” digital services to the public (websites\, mailboxes\, videoconferencing\, chat\, collaborative suite…). Its main originality lies in its minimalist infrastructure: 8 second-hand computers\, spread over 3 members’ homes\, honourably serve several hundred users. This minimalism comes at the price of a disconcerting technical complexity: it is hard to find simple solutions. In this seminar\, we will present the challenges and open questions facing our association\, both technically and organisationally: how can we raise awareness and overcome asymmetries of power\, knowledge and participation? How can we organise the maintenance of these digital services on a collegial and voluntary basis? How can we facilitate the arrival of new energies? This seminar will provide food for thought and\, we hope\, new avenues for future research in a number of disciplines. \n\nDate: Thursday 21 November from 2pm to 4pm\nThe seminar will be held by videoconference. Participation is upon registration only. \nLearn more about the seminar’s objectives and program \n  \nPhoto source: Adrien Luxey-Bitri’s personal web page \n

SUMMARY:The CSI Guest Seminar welcomes Thomas Angeletti (IRISSO)
DESCRIPTION:The CSI Guests Seminar welcomes \nThomas Angeletti \nCNRS Research Fellow at IRISSO\, Paris Dauphine University (PSL) \n\nto discuss his book \nL’invention de l’économie française \n \nIntroduction to the discussion by Laurine Lièvremont \nQuatrième de couverture : Cet ouvrage se propose de dresser la « biographie » de l’économie française\, dont la présence nous est si familière qu’elle reste trop peu questionnée\, d’en défricher les origines\, de soulever les conséquences de son émergence et d’en tirer des leçons politiques pour l’avenir.\nComment se porte l’économie française ? \nBack cover: This book sets out to present the biography of the French economy\, which is so familiar to us that it is not often questioned. It teases out the origins\, explores the consequences of its emergence\, and examines the political lessons it might hold for the future.\nHow is the French economy doing? Is it seized up? In good shape? Analysts hail its growth momentum\, examine its slowdowns\, and note the warning signs of crisis. Indicators that have become familiar\, such as GDP\, give it substance.\nThe notion of a national economy is not\, however\, natural. It is the product of a slow process of institutionalization undertaken during the interwar period in the hope of giving the State room for maneuver and providing it with new areas of intervention.\nThe author explores the work of economists\, statisticians\, employer and union representatives\, political and administrative leaders who have accumulated evidence of the existence of an economic entity whose variations can be measured. After having served as a privileged framework for planning\, the primordial object thus created has also revealed its constraining side\, when in times of crisis the State undergoes the economy more than it acts on it. \nThomas Angeletti\, L’invention de l’économie française\, Les Presses de Sciences Po\, 2023. \n  \n\nThe Guest Seminar Series is organized collectively by the CSI PhD students. It is open upon registration (in-person\, in the limit of places available). \n  \nGuest seminar programme \n  \n \nDate: Tuesday\, November 26\, 2024\, for 11 am to 1 pm\n \nVenue: Room Vendôme.  Online for external audience. \nRegistration: please fill out this form \n\nPhoto source: Thomas Angeletti \n  \n

SUMMARY:Seminar Economic expertise and environmental actions: Environmental zoning
DESCRIPTION:The seminar “Economic expertise and environmental actions” will welcome \nIsabelle Arpin et Estienne Rodary \nEnvironmental zoning \n This session will explore biodiversity conservation in protected areas (what we call “environmental zoning”). What kind of territorial development does this generate and what are the mechanisms of knowledge production? What value can be attached to the environment? We welcome : \nEstienne Rodary (GRED\, IRD) – Conservation\, how many connections? Towards a renewal of biodiversity conservation policies \nConservation policies occupy a special place in the environmental arena. They were among the first protective measures introduced at a time when ecological concerns were marginal. But now that the environment has become a global issue\, they struggle to compete with other concerns. In the first case\, conservation had been constructed as a specific sector\, designed to protect certain remarkable spaces. In the second phase\, the conservation sector has attempted to “come out of its shell” and engage more broadly with all human activities that have an impact on the biosphere. Various policies and instruments bear witness to this attempt at openness: biodiversity\, commons\, ecosystem services\, compensation\, participatory policies\, prioritization tools\, ecological frameworks\, etc.\nIn short\, conservation is now fully engaged with its connections to the world. If the environment cuts across the whole of the social issue\, then what place can or should be given to biodiversity conservation? The shift from an interest in isolation to a preoccupation with connections defines not only conservation policy\, but also environmental issues\, the paper will show. More broadly\, a politics of connectedness could represent a structural shift in how modern societies relate to the natural world.\nThis paper is largely based on the book Rodary E.\, 2019\, L’apartheid et l’animal. Vers une politique de la connectivité\, Éditions Wildproject\, Marseille. \nIsabelle Arpin* (LESSEM\, INRAE) – Protected areas as border zones. The example of an area ‘strictly protected for science’: the Lauvitel integral reserve (France) \nDrawing on recent research in the history of the field sciences\, environmental history\, political ecology and the philosophy of space\, this paper analyses protected areas as border zones. We define border zones as zones\, i.e. ‘portion(s) of the Earth that differs from what surrounds (them) because of some special quality but with the capacity to function for and as a whole’ (Etelain\, 2023)\, which are traversed by different objectives. We examine the dispositifs that constitute protected areas as border zones by composing the objective of nature conservation with other objectives. Our reflection is fuelled by the case study of a ‘strictly protected area for science’: the Lauvitel integral reserve within the Écrins national park (France)\, which we studied through documentary analysis\, two in-depth interview campaigns conducted in 2011 and 2024\, and observations of scientific activities within the reserve. We show that several complementary dispositifs contribute to making the reserve a strictly protected area for science: a dispositif that regulates access to the reserve\, operating mainly along its boundaries; a dispositif that adapts scientific activities to align with the objective of conservation within the reserve; and a dispositif that allows the reserve to exist beyond its boundaries\, through the establishment of facilities on its outer edge and the cultivation of reserve imaginaries. We highlight that dispositifs of conservation are also dispositifs of composition\, exploiting and accentuating differences across space. Our approach to protected areas as border zones enriches previous studies that have focused on dispositifs of conservation as ways of governing human and non-human life. \n* Research carried out with Quentin Bouchu and Kewan Mertens (CSI) \n \nIsabelle Arpin is a sociologist and researcher at LESSEM (Laboratoire Écosystèmes et Sociétés En Montagne) at the INRAE center in Grenoble. Her research\, which lies at the intersection of environmental sociology and the sociology of science\, focuses on the study and management of nature in the Anthropocene\, and in particular on the interface between scientists and nature managers. \nEstienne Rodary is a geographer and IRD research director at the UMR GRED (Governance\, Risk\, Environment\, Development). His research focuses on biodiversity conservation policies\, protected areas and political ecology\, initially in Africa and more recently in the Pacific. \nInformation and registration\n \nThe session will also be streamed by videoconference. The link will be sent upon registration just before the seminar. \nThe seminar is open to all.
